8th Pay Commission: The hope of a pay hike for central government employees appears to be growing stronger. Amid discussions surrounding the formation of the Eighth Pay Commission, a significant proposal has emerged that could pave the way for a direct increase of up to 66 percent in employees’ basic salaries. This proposal, put forward at a recent meeting of the National Council (Joint Consultative Machinery), calls for a change in the decades-old pay determination formula. If approved by the government, it will have a positive impact on both employees’ monthly income and standard of living.

The Old Formula and Its Limitations

Currently, the three-family unit formula is in effect for pay determination. This system was established at the 15th Indian Labour Conference in 1956 and has remained in place ever since. Under this, basic salaries are determined by considering an employee’s family to consist of only three members. Although social and family structures have changed over time, this old formula no longer fully addresses the needs of modern families.

Changing Family Structure and New Demands

In many families today, caring for elderly parents has become the responsibility of children. The trend of nuclear families has also increased, where parents are completely dependent on their working children. Keeping this in mind, employee organizations have proposed increasing the family unit from three to five. This will allow employees’ basic salaries to include the cost of their parents’ upkeep.

How will it benefit?

According to employee organizations, when the family unit increases, an increase of approximately 33.33 percent in basic pay is possible. If the number of units is increased from three to five, the total increase could be up to 66 percent. For example, an employee currently earning a basic pay of ₹78,800 would increase their salary to approximately ₹1,38,688 under the old rules.

Salary Outlook Upon Implementation of the New Rule

If the government accepts the new system and implements a 5-member unit, the fitment factor will increase to 2.42. In this scenario, the same employee with a basic pay of ₹78,800 could now earn a salary of up to ₹1,90,676. Dearness Allowance (DA) and annual increments will also be applicable, resulting in real benefits directly felt by employees.
