8th Pay Commission Update: Central employees and pensioners are currently eyeing the 8th Pay Commission. The government constituted the 8th Pay Commission in November 2025 and has given it 18 months to submit its report. It is expected that the new Pay Commission will be considered effective from January 1, 2026. If this happens, employees and pensioners may also receive pending arrears.

The Pay Commission system in India is quite old. The first Pay Commission was formed in 1946, after which seven commissions have made changes to salaries and pensions. Each commission has revised the salary structure keeping in mind inflation, economic conditions, and the needs of government employees. Since independence, there has been a huge difference in the salaries of government employees.

Here’s how salaries have changed since the 1st Pay Commission and what expectations central employees and pensioners should have regarding the 8th Pay Commission…

From the 1st to the 7th Pay Commission, how much have the minimum and maximum salaries increased?

All seven Pay Commissions have periodically increased the minimum and maximum basic salaries of employees. Let’s find out how much these salaries were in each Pay Commission.

1st Pay Commission (1946–47)

Minimum Basic Salary: ₹55
Maximum Basic Salary: ₹2,000
Compression Ratio: 1:36.4

2nd Pay Commission (1957–59)

Minimum Basic Salary: ₹80
Maximum Basic Salary: ₹3,000
Compression Ratio: 1:37.5

3rd Pay Commission (1972–73)

What are the expectations from the 8th Pay Commission?

The term of the 7th Pay Commission ended on December 31, 2025. Employees are now awaiting the 8th Pay Commission’s recommendations. If the Commission’s recommendations are implemented from January 1, 2026, employees could receive arrears from that date until the actual date of implementation.

How much could the salary increase be? (8th Pay Commission Salary Hike)

According to several reports, if the fitment factor is set at 2.0 or higher, employees in levels 1 to 5 could receive substantial increases. Employees in levels 1 to 5 could receive a lump sum of lakhs of rupees as arrears due to a fitment factor of 2.0 or higher.

According to some estimates, if the fitment factor of 2.57 is implemented, the minimum basic salary can increase from Rs 18,000 to Rs 46,260. This can increase the salary of most employees by about 30% to 34%.

Government seeks suggestions for the 8th Pay Commission

The Ministry of Finance has sought suggestions for the 8th Pay Commission from central government employees, pensioners, employee organizations, and other stakeholders. These suggestions may relate to salary, pension, allowances, and service conditions. The government has initiated an online process to ensure a transparent and easy process for submitting suggestions. The deadline for submitting suggestions is April 30, 2026.
