8th Pay Commission News: The biggest question for central employees regarding the 8th Pay Commission is: what will be the new fitment factor? Now, with the December 2025 CPI-IW data released and DA surpassing 60%, the mathematical basis for this question has become clear.

Why has the discussion on the fitment factor intensified as DA reaches 60%?

Because a new pay structure cannot be created in any new pay commission without merging the old DA into the basic pay.

The Consumer Price Index for Industrial Workers (CPI-IW) figure for December 2025 was 148.2. This data is released monthly by the Labor Bureau and is the basis for determining DA.

By November 2025, DA had reached 59.94%. With the December figures, DA calculations reached 60.35%, which will be considered 60% for payment. The government usually rounds off DA, so this is now considered the final DA – even though the formal announcement will be made in March 2026.

What is the direct relationship between DA and the fitment factor?

This is where the real story begins.

At the beginning of every Pay Commission:

  • Current basic salary = 1
  • DA added over the years = inflation compensation

Past experience shows that the Pay Commission takes 18-24 months to submit its report. During this time, DA continues to increase. If three or four installments of DA are added in 2026-27 and 2027, DA could reach 72% to 76%.

By this calculation:

  • And this adds a buffer of 12-16 points to the traditional pay structure.
  • For this reason, experts consider a range between 1.80 and 1.92 to be more realistic.
