8th Pay Commission: There’s good news for Assam government employees and pensioners. State Chief Minister Himanta Biswa Sarma has made a major announcement regarding the 8th Pay Commission, which will be implemented on January 1, 2026. Speaking at an event in Guwahati, Chief Minister Biswa Sarma stated that Assam will become the first state in the country to establish the 8th State Pay Commission. This is an important step towards employee welfare and progressive governance.

The Chief Minister stated that this new commission will be chaired by former Additional Chief Secretary Subhash Das. Following the central government’s initiative toward the 8th Pay Commission, Assam is the first state in the country to establish it. No other state government has established a Pay Commission. Now, Assam is poised to make history by becoming the first state in India to establish the 8th Pay Commission to revise the salary structure of employees.

Which employees receive benefits when it is implemented in the state?

It is noteworthy that after the Central Government constitutes a new Pay Commission, the State Government constitutes a Pay Commission in the state. This applies to state government employees, including those in government departments, state police, and state government-run staff. Retired employees also receive the benefit of pension revision based on the new Pay Commission. The Pay Commission determines the pay scales, allowances, and pensions of state government employees. Employees of aided schools, colleges, and other institutions under the State Government also receive benefits when approved by the respective State Government. Furthermore, teachers who fall under the University Grants Commission pay scale receive benefits based on the Ministry of Education’s notification following the central government’s announcement. State governments are required to issue separate orders for this purpose.

A Look at the 8th Pay Commission

The term of the 7th Pay Commission ends on December 31, 2025. It was approved in February 2014 and its full report was submitted in November 2015. It was implemented in June 2016, approximately 2.5 years later.

The Central Government constituted the 8th Central Pay Commission under the chairmanship of Justice (Retd.) Ranjana Desai on November 3, 2025. It has 18 months to submit the report to the Central Government’s Terms of Reference.

It should be noted that a Pay Commission is usually constituted once every 10 years. The Modi government approved the formation of the 8th Pay Commission in January 2025, which is proposed to be implemented from January 2026. Following the implementation of the 8th Pay Commission, changes will be seen in the salary structure, dearness allowance, and fitment factor.
