MCD has given a big relief to the property tax payers of Delhi. MCD has updated the property tax portal and made the ‘user charge’ optional, which was mandatory earlier. This change will make it easier for people to pay tax and they will be able to avail the benefit of 10% discount till June 30.
Property Tax Exemption: There is a good news for those who pay property tax in Delhi. MCD has updated its property tax portal. Now it will not be necessary to pay ‘user charge’. This user charge was taken for garbage collection. It can be said that this is a big relief for the house owners from MCD.
MCD made user charge optional
Earlier it was necessary to pay this charge, due to which people were facing problems in paying tax. Many people were not able to pay tax in advance. Now MCD has made it optional. With this, people will be able to take advantage of the 10% discount on paying tax early till June 30.
This user charge was added to the property tax bill from April 1. It was imposed under the rules of Solid Waste Management. It had a base charge of Rs 600 for houses. At the same time, this charge was even higher for shops and commercial places.
People were angry due to the imposition of charge
People were angry due to the imposition of this charge. They said that they already pay private companies for garbage collection. People also questioned why this charge is being taken from only 13 lakh tax payers, whereas there are more than 35 lakh houses in the city where garbage is generated every day.

People also complained that GST is also being imposed on this charge, which makes the bill even higher. In view of the opposition of the people, MCD held a meeting on May 21. In this meeting, it was decided that the user charge should be stopped for some time and it should be reconsidered. It was also said in the meeting that this charge should be separated from the property tax bill, so that people can easily pay the tax.
Many RWAs (Resident Welfare Associations) supported the decision, especially those colonies which are zero-waste colonies or which cooperate with the Municipal Corporation to separate waste. They said that it is wrong to punish those who follow the rules, while others are using the services of the Municipal Corporation without paying.
After the meeting, the MCD made changes in the online payment system. Now property owners can remove the user charge with just one click. An MCD official said that these changes have been made in the portal after the House’s decision.
What about those who have already paid the user charge?
The official also said that the money of those who have already paid the user charge will be adjusted in the next tax bill. The final decision on whether to remove this charge permanently or not will be taken by the Commissioner. The Commissioner will reconsider the matter and then present it before the House.
Meanwhile, a special scheme has also been started for paying property tax. This scheme has started from June 1. Under this scheme, tax payers will have to pay the tax of the last five years and this year together. By doing this, all the dues before 2004 will be waived off.
Those who take advantage of this scheme will get a NOC (No Objection Certificate), which will prove that they have paid all the money. MCD says that this scheme will help people pay taxes and will also help in raising more money for the development of the city.
