New Visa Immigration Fee: US has introduced some new immigration fees and also increased existing fees for certain immigration-related actions of foreign travelers and immigrants. These new fees will apply specifically to foreigners entering at the land border in 2025.
New Visa Immigration Fee: The US has announced the introduction of some new immigration fees and increases in existing fees related to foreign travelers and immigrants from 2025. These new fees will apply specifically to foreigners who enter the US through the Land Border Port of Entry.
Announcement by DHS and CBP
On August 28, 2025, the Customs and Border Protection (CBP) agency of the US Department of Homeland Security (DHS) issued a Federal Register Notice (FRN). It said that the new and revised immigration fees will take effect from September 30, 2025 and will apply to Fiscal Year 2025 (FY 2025).
CBP has clarified that foreigners will now have to:
- New fee will be charged for CBP Form I-94 (Arrival/Departure Record).
- Fee will be charged to enroll in the Electronic Visa Update System (EVUS).
- Fee for the Electronic System for Travel Authorization (ESTA) has also been increased.
New Immigration Fees
1. CBP Form I-94 (Arrival/Departure Record)
Previous fee: $6
New fee (starting September 30, 2025): $30
Includes:
- $6 land border fee
- $24 HR-1 fee (newly added)
Importance: This record evidences the conditions of a foreign national’s entry and stay in the United States.
2. Electronic System for Travel Authorization (ESTA)
Earlier fee: $21
New fee (from 30 September 2025): $40
Who has to pay: All passengers who travel to the US by air, sea or land under the Visa Waiver Program (VWP).
Importance: It is mandatory to obtain online travel authorization before travel.
3. Electronic Visa Update System (EVUS)
Previous Fee: Free
New Fee (from 30 September 2025): $30
Who needs to pay: Only citizens of China (PRC) holding a 10-year B1/B2, B1 or B2 visa.
Importance: Required information needs to be updated with DHS before travel.
4. Form I-765 (Employment Authorization Document – EAD)
New fees apply:
Initial EAD: $550
Renewal/Extension: $275
Applicable to: Foreign nationals in the Asylum, Parolee, and Temporary Protected Status (TPS) categories.
5. Form I-589 (Application for Asylum and Withholding of Removal)
New fee: $100
Annual Asylum Fee (AAF): $100
This must be submitted online every year as long as the application is pending.
Note: Without a fee, USCIS will reject any application filed on or after August 21, 2025.
6. Visa Integrity Fee
New Fee: $250
Feature: This fee will be increased every year based on US CPI data.
7. US Visa Fee Hike
Fee for non-petition based visas has been increased by 148%.
These include:
B1/B2 (business, tourism, medical, visitor visa)
F1, F2 (student visa)
Transit visa
Earlier fee: $185
New fee: $459 (after 148% hike)
Travelers and immigrants traveling to the US from September 30, 2025 will have to pay significantly higher fees under the new rules. Whether it is travelers entering through land borders, travelers coming under the Visa Waiver Program, or B1/B2 visa holders from China, all will be required to comply with these new fees.
