Airport Rules: Traveling has always been trendy, but what has changed now is the ease and accessibility of international travel. Today’s travelers can suddenly plan foreign trips as easily as they choose domestic destinations. And one destination that consistently tops Indian travelers’ wish lists is the “Garden City,” Singapore. But now, before traveling to Singapore, you’ll need to fulfill additional paperwork and regulations, which have been added to further strengthen security.

The Singapore government has added an extra layer of security for every passenger entering the country, which could prove costly if you even slightly oversight. The new “No-Boarding Directive” (NBD), effective January 30, 2026, has changed the dynamics of travel. The Singapore authorities will no longer screen you upon arrival, but will do so before you board your plane. If any deficiency is found in your documents, the airline will refuse to give you a boarding pass and your dream of travelling abroad will be dashed even before take-off.

Now, screening will take place upon boarding, not landing.

Singapore’s Immigration and Checkpoints Authority (ICA) has issued strict guidelines to all airlines arriving at Changi and Seletar airports. The idea behind this new law is to ensure that no unwanted or undocumented passengers are allowed to set foot on Singapore soil.

Until now, if a passenger lacked a visa or had any other discrepancy, they were separated for additional screening upon arrival in Singapore and then deported. This not only caused significant congestion at immigration counters but also posed a security risk.

Now, the Singapore administration has taken this process a step further. The ICA will analyze advance information provided by passengers, such as the SG Arrival Card (SGAC), and passenger lists submitted by airlines. Based on this data, if a passenger is found suspicious or subject to entry restrictions, the ICA will send a Do Not Board Directive (NBD) directly to the airline. This means that your travel approval will now be directly in the hands of Singapore’s digital security system.

Rules will change at check-in counters.

With this new rule in effect, passengers may have to wait longer at airport check-in counters. If an NBD has been issued in a passenger’s name, airline staff will refuse to issue them a boarding pass. The responsibility now rests squarely on airline operators to ensure that no ineligible passengers board their flights.

To ensure this, airlines will be required to thoroughly verify documents such as passengers’ visa approvals and SGAC submission receipts. This step is designed to neutralize potential security threats before they reach Singapore’s borders.

Airlines will also face the wrath.

Interestingly, the penalties for non-compliance with this law have been made extremely strict. The Singapore government has made it clear that there will be no compromise with the rules. If an airline knowingly or negligently allows a prohibited passenger to board, it can be fined up to $10,000 under the Immigration Act 1959. Furthermore, the pilot or staff responsible could face up to six months’ imprisonment, a fine, or both. This makes it clear that airlines will no longer be lenient in passenger screening.

Indians’ love for Singapore remains intact despite the strictness of regulations.

Amidst this tightening of regulations, one silver lining is that Singapore remains a top choice for Indian tourists. Statistics show that no matter how stringent the regulations, Singapore remains a hot favorite destination for Indian tourists. According to a PTI report, Mark Shaw, President of the Orchard Road Business Association (ORBA), said that the Indian market is commercially crucial for Singapore. He explained that Indian tourists are not only visiting Singapore, but are also engaging in luxury shopping and spending lavishly, significantly boosting the economy.

A look at the Singapore Tourism Board’s data reveals a clearer picture. In the first 10 months of 2025 alone, nearly 1 million Indian tourists visited Singapore, a 2.6 percent increase over the previous year. At the same time, if we look at the global level, between January and October 2025, around 142.5 million tourists from all over the world reached Singapore, which shows an increase of 2.5 percent compared to last year.
