Now, every piece of land in Delhi will be issued a card, and each plot will be assigned a 14-digit unique identification number. This unique number has been named ‘Bhu-Aadhaar’. However, its actual name is Unique Land Parcel Identification Number, or ‘ULPIN’. State Chief Minister Rekha Gupta has described it as a revolutionary step towards realizing the dream of Digital India.
The government says this decision will help modernize land records and provide people with a verifiable reference for property ownership.
What did CM Rekha Gupta say?
Regarding this decision, Chief Minister Rekha Gupta said that this system will reduce land-related disputes, increase transparency, and help curb corruption. “This is not just a number, but a powerful digital weapon against land disputes and irregularities.” She also said that this step is an important and revolutionary step towards advancing Prime Minister Narendra Modi’s ‘Digital India’ campaign. This system is called ‘Bhoo Aadhar’.
The central government’s scheme will be implemented in a mission mode.
CM Rekha Gupta stated that this scheme, initiated by the Ministry of Rural Development and the Department of Land Resources of the Government of India, was launched in 2016 but was not implemented by previous governments. The Delhi government is now rapidly implementing it in a mission mode. The IT branch of the Delhi Revenue Department has been entrusted with this responsibility. The Survey of India will also be involved in this work. The government has clarified that this scheme will be implemented throughout Delhi according to a prescribed procedure (SOP) and a phased timeline.
Why was this system introduced?
Land boundary disputes are very common in Delhi. People get stuck in court for years. Sometimes, two or three registrations are made for the same piece of land or it is sold fraudulently. The government will try to prevent this through land records. This is part of the central government’s Digital India Land Records Modernization Program (DILRMP), which was launched in 2016. Earlier it could not be implemented in Delhi, but now it is being implemented with full force.
How will this number and map be created?
The government is creating a complete digital map of Delhi using drones and high-resolution imagery. Nearly 2 terabytes of geospatial data, including orthorectified images, is being collected from the Survey of India. Each plot will receive a 14-digit, geo-referenced unique code, which will be highly accurate. This will enable easy data sharing between different government departments and prevent fraudulent transactions and duplicate registrations.
Previously, this scheme was implemented only in Tilangpur Kotla.
A successful example of this scheme has been seen in Tilangpur Kotla village in the West Delhi district. 274 ULPIN records have been generated here as part of a pilot project. 48 villages in Delhi are already covered under the central government’s SVAMITVA scheme, where property cards were issued using drones. Now, this will be expanded to the entire city.
Chief Minister Rekha Gupta stated that the Prime Minister’s goal is to ensure that the benefits of technology reach the last person in society and that land records are unified and modernized. The Delhi government believes that “Bhoo Aadhaar” will digitally record every inch of land and provide citizens with assurance of property security. This system will strengthen land rights and directly combat corruption.
Experts say this is a huge relief for middle-class and poor families. Their savings will be protected from land mafia or disputes. A single number will verify everything, eliminating the need for piles of paperwork.
