Delhi Metro Fine: With the passing of the Jan Vishwas (Amendment) Bill, 2026, engaging in any form of unauthorized selling—or even offering to sell goods—within the Delhi Metro premises will now prove to be a costly affair. Following the enactment of this Bill by Parliament on Thursday, significant changes have been introduced to the regulations; under the revised framework, violators in such instances may now face fines of up to ₹5,000.
This amendment has been effected under Section 73 of the Metro Railways (Operation and Maintenance) Act, 2002. Previously, under this statute, the penalty for selling goods within metro coaches or premises without authorization ranged from ₹100 to ₹400. While the maximum limit for this fine was capped at ₹400 in 2019, it has now been substantially increased to ₹5,000 in an effort to impose stricter curbs on those who flout the rules.
The Bill was introduced in the Lok Sabha by Jitin Prasada, the Union Minister of State for Commerce and Industry. Its primary objective is to decriminalize minor offenses by reclassifying them as civil penalties. The government believes that this measure will alleviate the excessive burden currently weighing upon the courts and facilitate the expedited resolution of such cases.
In fact, complaints regarding unauthorized activities—such as selling goods, begging, soliciting donations, and distributing religious materials—within metro premises have been surfacing for quite some time. As recently as December 2025, a passenger filed a complaint regarding an incident in which individuals were soliciting donations and distributing religious materials inside a metro coach. Such incidents adversely affect the comfort and safety of passengers.
The government states that the implementation of the new rules will help further enhance discipline and order within the metro premises. Furthermore, the imposition of higher fines will aid in curbing such unauthorized activities, thereby ensuring a safer and more orderly travel experience for passengers.
