Delhi Vehicle Ban: Entry of these vehicles banned in Delhi from November 1, those with BS-VI engines will be exempted.

Delhi Vehicle Ban: In a major step towards tackling the deteriorating air quality and rising air pollution in the capital, the Commission for Air Quality Management (CAQM) in the National Capital Region (NCR) and adjoining areas has announced that all commercial goods vehicles (CGVs) registered outside the city, with engines not BS-VI compliant, will be banned from entering Delhi from November 1. This move follows the CAQM’s recent amendment to its directives under the National Capital Region and Adjoining Areas Framework, aimed at reducing emissions from diesel-powered goods vehicles, which significantly contribute to the city’s deteriorating air quality.

The official notification states, “The CAQM has issued this order to curb the rising pollution caused by heavy and commercial goods vehicles in Delhi. The Commission issued Order No. 88 dated April 23, 2025, under its authority (Section 12(1), Commission Act 2021).”

According to this order, no goods vehicles (LGVs, MGVs, HGVs) other than BS-VI, CNG, LNG, and electric vehicles (EVs) will be allowed into Delhi from November 1, 2025. This ban applies to vehicles from outside states, while such vehicles registered in Delhi are not included in this ban.

This means that locally registered vehicles, both private and commercial, within Delhi will continue to ply if they meet at least BS-III standards, while private vehicles from outside states will not be affected by this ban.

The public notice states that there will be no restrictions on the entry of commercial goods vehicles, BS-VI diesel vehicles, and BS-IV diesel vehicles registered in Delhi until October 31, 2026. Furthermore, CNG, LNG, and electric goods vehicles are completely exempted, as they are considered safer for the environment. The new rule will be implemented in conjunction with the Graded Response Action Plan (GRAP), a plan to control air pollution. GRAP imposes special restrictions when air quality deteriorates significantly.

This decision follows a meeting of the CAQM held on October 17, which approved a complete ban on the entry of polluting goods vehicles into Delhi. This measure will be implemented during the peak pollution season, which begins in late October every year. The scheme is part of a larger campaign aimed at controlling pollution from multiple sources such as road transport, construction dust and biomass burning.
