Under the Employees Provident Fund and Miscellaneous Provisions Act 1952, an employee has to make a specific contribution of remuneration to a provident fund account, and an equal contribution by an employer. Withdrawal under this scheme requires an EPFO ​​member who can fill a handful of forms, PF Form 19 is one of them. One can submit the PF form 19.

What is PF Form 19?

PF Form 19 has to be filled when a member wishes to go for the final settlement of his/her PF account. This applies only to employees who do not have a Universal Account Number (UAN). PF form number 19 can be filed without a UAN, and the member-only has to mention their PF account number. This form will be used to claim the final settlement of a PF account or to receive pension withdrawal benefits.

Different types of PF forms are available for different purposes. These forms are to be duly filled and then submitted to the EPFO ​​to achieve the desired results. All forms are available on the EPFO ​​or Employee Provident Fund Organization Portal, which can be accessed using UAN or Universal Account Number.

Who Should Fill PF Form 19?

EPF Form 19 is required to be filled by an employee holding a provident fund account. The form is used to withdraw the PF amount at the time of retirement or when an employee quits.

Also, if an employee exits the job, they will have to be unemployed for at least two months to use this form for withdrawal. However, if an employee works from one organization to another, his/her PF amount will be transferred from the previous account to the current one.

What are the Details to be Filled in PF Form 19?

EPF Form Number 19 is a 2-page long-form, and members are needed to fill in the following details –

  1. Provident Fund account number.
  2. Bank account number and IFSC code (It has to be the same account as registered with one’s current employer).
  3. Joining and exit date of employment.
  4. PAN details.
  5. Form 15G/15H.

Other details that a member needs to fill in include their full mailing address, a preferred method of remittance (check/money order/bank statement), and a revenue stamp of Re. 1. He/she will also have to submit a blank canceled cheque for verification of bank account.

How to Fill Form 19 for PF Withdrawal?                                                            

  • Login to the EPFO ​​website with your Universal Account Number (UAN), password, and captcha.
  • Once logged in, click on the ‘Online Services tab’ and select “Claim (Form – 31, 19 and 10C)”.
  • Next, enter the last four digits of the bank account number associated with the provident fund account and click ‘Verify’.
  • Click ‘Yes’ for the ‘Certificate of Undertaking’ pop up.
  • Next, select only PF Withdrawal (Form – 19) from the drop-down menu under ‘PF I want to apply for option’.
  • After the disclaimer page is displayed, check it and click on the ‘Get Aadhaar OTP’ option.
  • OTP will be sent to your registered mobile number. Enter to verify it.
  • After the completion of the submission, you will receive a reference number to complete the process.

 After accepting the request by the employer, the PF amount payable will be credited to the member’s bank account.

Benefits of PF Form 19

The online process of claims for provident fund withdrawal under PF Form 19 does away with the requirement for employer verification. Also, provident fund claims can be processed within 5 days after online application. Note that the Aadhaar number of the member must be associated with its UAN.

 The integrated portal enables members to withdraw provident funds easily. Also, a single-page composite claim form facilitates the next phase of e-governance, making public services more transparent as well as efficient for customers. 

PF Form 19 Limitations

Although the withdrawal of the provident fund does not require a member to verify the employer, a final settlement can only occur if the employer has updated the member’s exit date. If it is not updated, the provident fund department will be under the assumption that the member is still working for the employer, which may hinder the withdrawal process.

In such a situation, the member can only have access to Form 31, which is for advance withdrawal. It is up to the member to ensure that the employer updates the exit from service. However, members can update the exit date within 2 months after leaving the job on the UAN website without the intervention of the employer.

FAQs – 

Do EPF members require employer verification to submit a claim settlement form?

If a member’s Universal Account Number (UAN) is active and the KYC details are associated with the account, Forms 10C, 19, and 31 can also be submitted without verification of the employer for initiation of claim settlement.

The pension amount will also have to be withdrawn while withdrawing the PF amount?

A member can withdraw only the PF amount and not the pension amount which later acts as a monthly receiving retirement fund.

What steps can be taken if the employer does not update the exit date?

If an officer does not update the exit date even after official communication, you can file a complaint on the EPF Complaint Portal. A written complaint may also be made to the EPFO ​​Commissioner, who subsequently initiates an investigation to resolve the problem.

Which form does the employee have to fill for offline settlement?

In the case of an offline settlement, the employee has to submit the overall claims form / 9 CCF). As per the 2017 circular issued by EPFO, this Composite Claim Form prescribes other settlement forms such as Forms 19, 31, and 10C for EPF and EPS settlement.
