Life Certificate, Jeevan Pramaan, DLCCampaign4.0: To ensure timely pension payments for retired central government employees, it is mandatory to submit a Life Certificate every year in November. To simplify this process, the Digital Life Certificate Campaign 4.0 (DLCCampaign4.0) has been launched across the country. The Department of Pension and Pensioners’ Welfare launched this campaign on November 1st and will continue until November 30, 2025. The objective of this initiative is to facilitate senior citizens and pensioners to submit their Life Certificates from the comfort of their homes using mobile or face authentication.
What is Jeevan Pramaan?
Jeevan Pramaan is a biometric details-enabled Aadhaar card number-based Digital Life Certificate (DLC) for pensioners. The Life Certificate (DLC) can be generated for each pensioner using their Aadhaar number and biometric details.
This is a valid life certificate and is recognized under the IT Act. Submitting a life certificate once a year is mandatory for pensioners to continue receiving their pension. This certificate helps pensioners prove to their pension-issuing organization that they are alive.
What is the deadline for submitting a life certificate?
The deadline for submitting a life certificate is usually November 30th, and the window for this opens on November 1st every year. A special window for submitting life certificates for pensioners over 80 years of age opens from October 1st, 2025. This time, a life certificate submitted on time will be valid until November 30th, 2026.
What if you can’t submit your life certificate on time?
If the life certificate isn’t submitted by November, the pensioner will not receive their pension for December and beyond. Once the life certificate is updated in the pension system, the entire pending pension amount will be credited with the next pension payment. However, if the life certificate hasn’t been submitted for three years or more, the pension will only be repaid after approval by the relevant officer through the CPAO, as part of the pension process.
How to Submit a Life Certificate from Home
- Submitting a Life Certificate is easy these days. Anyone can submit their own or their loved ones’ Life Certificate from home using face authentication technology. An Android smartphone and internet connectivity are required.
- It’s important to note that the smartphone must also support a 5MP front camera. Here are the steps to submit a digital life certificate using face authentication technology.
- For a Digital Life Certificate, use an Android smartphone with a 5MP front camera and internet connectivity.
- Have your Aadhaar number registered with your pension-issuing institution, such as a bank or post office, ready.
- Now download and install ‘AadhaarFaceRD’ and ‘Jeevan Pramaan Face App’ from the Google Play Store on your phone. Note that the AadhaarFaceRD app is required for background support of the Jeevan Pramaan Face App. Even after installation, the AadhaarFaceRD app icon is not visible like other apps.
- Open the Jeevan Pramaan Face app. Please note that becoming an operator requires an Aadhaar number and a live photo. The pensioner whose life certificate you want to submit, or anyone else, can be an operator.
- Now complete the operator process by filling in the required information.
- Following this, enter all the required information to generate the pensioner’s life certificate.
- Capture the pensioner’s photo with the front camera and submit it.
- An SMS with a link to download the life certificate will be sent to the pensioner’s mobile number and email ID.
- By following all the steps above, anyone can easily submit a life certificate using face authentication. Note that an Aadhaar number or VID is mandatory to obtain a life certificate (digital life certificate).
