New UGC Rules: What is the Equity Committee and why was there a need for a change?

General category students and parents are strongly protesting the new UGC regulations. They say the lack of general category representation on the Equity Committee and the lack of penalties for filing false complaints could encourage unilateral action against general category students and faculty.

New UGC Rules: There’s a heated debate on social media these days regarding the new regulations issued by the University Grants Commission (UGC). General category students and their parents are strongly opposing these regulations. This debate and protest is directed at the new provisions implemented in the name of “equity” in higher education institutions. Higher education institutions are generally considered centers of merit, intelligence, and equal opportunity, where every student has an equal opportunity to progress. However, the new regulations introduced by the UGC have raised questions about this very definition of “equality.”

On January 13, the University Grants Commission (UGC) implemented the “Promotion of Equity in Higher Education Institutions Regulation 2026.” Its purpose is to eliminate discrimination against students, faculty, and staff from Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), and persons with disabilities. Under this, a provision has been made to form an Equity Committee of 9 members in every university and college.

What is the new UGC rule?

  • The new rule is called the Promotion of Equity in Higher Education Institutions Regulations 2026.
  • All universities, colleges, and higher education institutions must establish a 24×7 helpline, an Equal Opportunity Center, Equity Squads, and an Equity Committee on campus.
  • If any institution fails to comply with these rules, the UGC can take strict action, such as revoking its recognition or withholding funding.

This committee will consist of the head of the institution, three professors, one employee, two general citizens, two specially invited students, and one coordinator. According to the rules, at least five seats on the committee will be mandatorily reserved for SC, ST, OBC, persons with disabilities, and women. This is where the controversy begins. Critics say that there is no mandatory representation for the General Category on the committee, even though this category is considered the most likely to face allegations of discrimination.

Why are the new UGC regulations facing opposition?

The University Grants Commission argues that these regulations will strengthen the spirit of equality and inclusion in higher education institutions. However, those opposing them say that the regulations are based on the assumption that one class is always exploited and the other is always the exploiter. Students and teachers from the general category fear that they may be implicated in false cases. They say that the new regulations do not provide for any penalties or punishment for those making false complaints, which increases the risk of unilateral action.

The University Grants Commission claims that these rules were introduced due to increasing complaints of caste-based discrimination. According to the Commission’s 2024 report, 173 complaints of discrimination were registered in 2019-20, which increased to 378 in 2023-24. A total of 1,160 complaints were received in five years, representing an increase of approximately 118 percent. However, there is another side to the data. In 2023-24, there were 1,153 universities and over 48,000 colleges in the country, where more than 42 million students were studying. Even if approximately 50 percent of these students are assumed to be from SC, ST, OBC, EWS, and disabled categories, the percentage of those complaining of discrimination is only around 0.0018 percent.

Mental stress is a bigger problem than caste discrimination.

Critics say it’s wrong to label the entire general category as suspect based on so few complaints. Experts believe caste discrimination is a serious problem and strict action should be taken against those responsible. However, an even bigger problem is the increasing mental stress among students. According to statistics, approximately 62,886 students committed suicide in the country between 2019 and 2023. Meanwhile, 65 IIT students also died due to stress between 2021 and 2025. Critics say that instead of focusing on students’ mental health, the system is enacting rules that could increase distrust, discrimination, and conflict on campus.

This is why resentment among the general category is growing over the new University Grants Commission rules, and this anger is now being directed directly at the central government. Voices of protest against these rules have even begun to emerge from within the BJP. Eleven BJP officials in Lucknow resigned from the party on Monday in protest against the new University Grants Commission regulations. Raju Pandit, vice president of the BJP Yuva Morcha in Noida, resigned from his post, calling the new regulations a black law for the general category. BJP leader and former Union Minister Dr. Sanjay Singh also expressed his displeasure with the new UGC regulations. He said that justice is meaningful only when it is equal and fair to all.
