An order was issued on Friday for the formation of the Uttar Pradesh Outsourcing Services Corporation for employees recruited through outsourcing in various departments of the state government. The establishment of this corporation will protect outsourced employees from exploitation and ensure that recruitment processes are fair and transparent. The employees will receive a minimum salary of ₹20,000 and a maximum salary of ₹40,000.
Outsource Employee Honorarium: An order was issued on Friday for the formation of the Uttar Pradesh Outsourcing Services Corporation for employees recruited through outsourcing in various departments of the state government. The establishment of this corporation will protect outsourced employees from exploitation. Recruitment processes will now be fair and transparent. Employees will receive a minimum salary of ₹20,000 and a maximum of ₹40,000 per month. They will also be entitled to benefits such as Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI). Once the corporation is operational, recruitment of outsourced employees will be done through written examinations and interviews. Their salaries will be paid by the 5th of each month.
The government has created four categories for outsourced recruitment. The salary ranges are: Rs. 40,000 for Category 1, Rs. 25,000 for Category 2, Rs. 22,000 for Category 3, and Rs. 20,000 for Category 4. Interviews will not be required for recruitment in Categories 3 and 4. A corporation will act as the regulatory body for the outsourcing process. This corporation will be established under the Companies Act, 2013, and will operate as a public limited company with non-profit status.
An order issued by Amit Ghosh, Principal Secretary of the Secretariat Administration, states that by establishing an outsourced services corporation, the government will ensure that outsourced employees are not exploited and that their future is secure. This decision will also create employment opportunities for lakhs of young people.
Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Sections (EWS), Persons with Disabilities, Ex-Servicemen, and women will receive reservation benefits in recruitment as per regulations. They will also be entitled to benefits such as maternity leave with pay, medical leave, health services, EPF, and other entitlements. Any employee found to be involved in any irregularity will be immediately terminated. Amit Ghosh stated that after the government order is issued, the formal process of setting up the corporation will begin. He expects that recruitment by the corporation will commence within two months.
Chief Secretary to be the Chairman
The Chief Secretary will be the Chairman of the Corporation. The Director General will be its Secretary. The Additional Chief Secretaries/Principal Secretaries of the Secretariat departments of Administration, Finance, Personnel, Law, and Labour will be ex-officio Directors. Besides the Director General, the Corporation will have Executive Directors, General Managers, Operations Managers, HR Managers, and several other staff members. These include the Director General’s Personal Assistant, Finance Controller, Company Secretary, Senior Accountant, Data Entry Operators, and others.
The corporation’s structure will be as follows:

4. Monitoring Committees for Governance/Directorate, etc.
5. Regional Level Monitoring Committee
6. District Level Monitoring Committee
7. Local Level Monitoring Committee
Category-1: ₹40,000 for eight different services
This category includes positions such as doctors, engineers (AE and SDO), lecturers, project officers, accounts officers, assistant architects, and research officers. The required educational qualifications are: MBBS for doctors, B.Tech for assistant engineers and SDOs, a postgraduate degree for lecturers, a postgraduate degree in mathematics, physics, or operational research for project officers, an M.Com degree and five years of experience or a CA qualification for accounts officers, a bachelor’s degree in architecture for assistant architects, and a postgraduate degree in economics, commerce, mathematics, or statistics for research officers.
Category-2: ₹25,000 for junior engineers, staff nurses, and other posts
This category includes senior assistants, senior stenographers, senior accountants, data processing officers, translators, welfare officers, drawing teachers, physical education teachers (PTIs), TGT teachers, draftsmen, X-ray technicians, staff nurses, pharmacists, junior engineers (JE), legal assistants, and statistical officers.
The required educational qualifications are a bachelor’s/master’s degree in the relevant subject, a B.Ed., an LL.B., or a diploma.
Category-3: Operators, Paramedical Staff – ₹22,000
This category includes positions such as Junior Assistant, Junior Stenographer, Typist, Telephone Operator, Storekeeper, Photographer, Data Entry Operator, Librarian, Data Processing Assistant, Electrician, Mechanic, Fitter, Lab Assistant, Paramedical Staff, Supervisor, Manager, and Driver. The required educational qualifications vary by position, ranging from a graduate degree to a high school diploma and a computer certificate.
Category-4: 8th-10th Grade Pass – ₹20,000
The minimum qualification for this category is completion of 8th or 10th grade. This category includes positions such as Office Assistant, Lift Operator, Lab Attendant, Record Assistant, Peon, Store Assistant, Barber, Cobbler, Mason, Construction Helper, Blacksmith, Carpenter, Crane Operator, Painter, Washerman, Seaman, Cleaner, Porter, Watchman, Gardener, Cook, Sweeper, Pump Operator, Fireman, and Library Attendant.
