Relief to colony residents and home buyers in Haryana including Faridabad and Gurugram, arbitrariness of residential associations and builders will end

Amendment in residential law: It will now become easier to buy your house in Haryana including Faridabad and Gurugram. Along with this, the residents of residential colonies will also get relief. Haryana government is going to take a big step in the interest of home buyers and people living in residential colonies in the state. The government has made preparations to end the arbitrariness of the registrar with the residential welfare societies (Resident Welfare Association) and builders formed in the residential areas of the state.




Resident Welfare Associations (RWAs) are functioning in all major cities of the state including Gurugram, Faridabad, Sonipat, Karnal, Hisar and Panchkula. With the connivance of the district registrar and builders, the officials of these Resident Welfare Associations are collecting thousands of crores every year from the people, but no facilities are being provided to the people in the name of relief. Even the protesting people are neither given any account nor are they given membership of the association.

Preparation for amendment in the Haryana Registration and Regulation of Societies Act in the Vidhan Sabha

A different type of mafia is emerging in the name of Resident Welfare Association in the state, which is protected by the concerned district registrar and builders. To curb this mafia, the state government is considering amendment in the Haryana Registration and Regulation of Societies (HRRS) Act in the monsoon session of the Vidhan Sabha.

This initiative has been taken by Rakesh Daulatabad, an independent MLA from Badshahpur in Gurugram district. He is also the Chairman of Haryana Agro Industries Corporation. Rakesh will bring a private member bill in the Daulatabad assembly to change this law. The vote of the legislators is being gathered in support of this bill.

Rakesh Daulatabad has also had talks with Chief Minister Manohar Lal. He was able to explain to the state government how the Resident Welfare Association was engaged in harassing people and extorting money. In Gurugram alone, Resident Welfare Associations in various residential sectors are collecting at least one thousand crore rupees annually from the people living there.

According to Daulatabad, this amount is estimated at 700 to 800 crores in Faridabad, around 300 crores in Karnal, 250 crores in Panchkula and 200 crores in Sonipat. Despite collecting such amount, no facility is provided to the people. Builders and associations are jointly using this amount of people as personal benefits.

Now there will be provision of only one association in a society

The Haryana government is in favor of providing relief to the people by curbing corruption worth crores of rupees in the district registrar offices and RWAs through the Private Member Bill. MLA Rakesh Daulatabad said that due to weak law, there is a possibility of corruption in people’s money.

Under the amended law, there will be a provision of only one association in a society, so that people cannot be deceived. Apart from this, the power of the District Registrar’s office will be limited, because the association is registered with the connivance of the officers of this office without taking people into confidence.

Transparency in economic management will come from the amended bill

Haryana government will end the monopoly of the officers, builders and members of the association and provide facility to every flat owner to become a member of the association. If there are two owners in a flat, then both will have the right to vote and contest the election of the association.

Chairman Rakesh Daulatabad said that the government is contemplating to conduct the elections of RWAs through electronic voting machines in future. Along with this, provision will also be made in the new Act to bring transparency in the economic management of RWAs. With the coming of this amended bill, lakhs of people will get facilities in the society and corruption of crores will be stopped.
