Some guidelines will be set for schools regarding fees and a draft bill has been passed by the cabinet regarding this. After the passing of this bill, Delhi schools will not be able to increase fees arbitrarily. Along with this, Rekha Gupta government has also told about the new rules regarding fees.
Delhi Education Minister Ashish Sood said, a bill has been passed in the cabinet to regulate fees in Delhi schools. Through this bill, parents of children will get relief. Explaining the rules present in this bill, Ashish Sood said, there was no restriction on fees in the earlier bill. There was only a provision to inform about the fee hike. But in this bill, a three-tier committee will be formed regarding school fees in Delhi. Fees can be increased only with the consent of the committee.
Fine of one lakh to 10 lakh
CM Rekha Gupta and Education Minister Ashish Sood announced that if the fees are increased without the consent of the committee, then there will be a fine of one lakh to 10 lakh and the government can take over the school. Ashish Sood, while explaining about this, said, a school level fee regulation committee will be formed. Its chairperson will be the chairperson of the management and the secretary will be the principal of the school. Apart from this, there will be three teachers and five parents and a nominee of the Director of Education as an observer. Ashish Sood said, five parents will be members of the PTA i.e. Parents Teacher Association and they will be selected through draw of lot. These people will decide about the fees for three years. This committee will look at 18 points which will include things like how is the school building, how is the school library, how the school pays salaries to the teachers. After looking at all these 18 things, the committee will decide whether the fees should be increased or not.
Ashish Sood said that this committee will be formed on 31st July and it will have to submit its report within 30 days. If this is not found, then the district level committee will hear all the appeals and take a decision. If there is no consensus on this too, then it will be sent to the state level committee.
Fine of Rs 50 on child’s complaint
Ashish Sood said, there was news that when a child did not pay the increased fees, he was made to sit in the library. If now any such complaint is found from the child, then the school will have to pay a fine of Rs 50,000 per child. If this is not rectified in 20 days, then this fine will be doubled. After this, if the situation does not improve in 20 days, then the fine will be tripled and if even after that the school does not rectify it, then the school will be overtaken.
