The new framework has been named ‘Single Window Mechanism for Automated and Normalised Access for Trustworthy Foreign Investors’ (SWELCOME-FI).

SEBI Eases IPO Norms: Market regulator SEBI has decided to introduce a new single window framework ‘Swagat-FI’ with the intention of simplifying compliance for foreign investors and making India a more attractive investment destination. Under this, the registration and investment process will be simplified for low-risk foreign investors and the need for repeated compliance and submission of documents will be reduced.

SEBI said that this framework will facilitate investors like government-owned funds, central banks, government wealth funds, multilateral institutions, insurance companies and pension funds. Apart from this, the validity period of registration has been increased from 3-5 years to 10 years and investors will be allowed to optionally keep all investments in a single demat account.

The new framework has been named ‘Single Window System of Automated and Normalized Access for Trusted Foreign Investors’ (Swagat-FI). Securities and Exchange Board of India (SEBI) Chairman Tuhin Kant Pandey told reporters after the board meeting that the new framework will open up investment avenues for both low-risk foreign portfolio investors (FPIs) and foreign venture capital investors (FVCIs).

Big companies will be able to launch small IPOs

As of June 2025, 11,913 FPIs were registered in the country, whose total assets are estimated to be Rs 80.83 lakh crore. It is estimated that more than 70 percent of these assets will be with Swagat-FI investors. SEBI said that after the completion of necessary procedural reforms, this framework will be fully implemented in the next six months.

Under this, registered investors will be able to invest in listed equity and debt instruments as FPI and in startups and selected sectors as FVCI. As of June 2025, 11,913 FPIs were registered in the country, whose total assets are estimated to be Rs 80.83 lakh crore. More than 70% of these assets are estimated to be with Swagat-FPI investors.
