Saudi Arabia has announced new visa regulations for Umrah pilgrims for 2025. Saudi authorities have now made it mandatory for Umrah pilgrims to make hotel bookings and transportation arrangements before applying for their visas. This means that pilgrims applying for Umrah visas to Saudi Arabia will first be required to share complete and confirmed information about their hotel bookings and transportation arrangements. Only then will they be granted a Saudi Arabian visa for Umrah 2025.

Umrah operators in the United Arab Emirates (UAE) are already urging their pilgrims to make their bookings through Saudi Arabia’s official Nusuf platform or licensed agents before submitting their visa applications.
Saudi Arabia Releases Visa Rules
The Saudi Ministry of Hajj and Umrah and related authorities have significantly tightened entry rules for Umrah starting this year, making visa approval dependent on proof of approved accommodation, typically verified hotel contracts through the Nusuk Masar and Nusuk Umrah platforms, and local transportation arrangements.
This move is part of a broader effort to digitize and centralize Umrah services, requiring pilgrims to upload or link verified bookings before visas are issued.
A Step Taken to Protect Pilgrims from Fraud
Saudi officials stated that this change protects pilgrims from fraud and strengthens crowd and accommodation management during peak and busy periods.
