Vehicle Transfer Rules: A high-level committee of the NITI Aayog has submitted a proposal to the Ministry of Transport (MoRTH) for this purpose. Furthermore, the government may also amend the registration rules for vehicles older than 15 years.

According to Section 47 of the Motor Vehicles Act 1988, you can drive a vehicle from another state in any state for one year. You must register your vehicle in the new state within one year.

To obtain this, it’s necessary to obtain an NOC from the previous RTO. The process varies from state to state, and the required documents vary. These include documents such as the registration certificate, fitness certificate, and tax receipt.

This certificate confirms that the vehicle has no tax dues or criminal records. Without this certificate, registration in another state is impossible. This certificate is especially useful when buying and selling second-hand vehicles.

An auto-generated system will allow for online verification.

The committee recommended that an auto-generated clearance system be introduced in place of the NOC.

  • How it will work: Now, all vehicle data is stored in a centralized digital database called VAHAN, allowing the RTO of one state to automatically check vehicle records from another state.
  • Digital Verification: Information regarding taxes, pending challans, or other outstanding dues will be automatically verified. This eliminates the need for vehicle owners to physically visit the old RTO offices to obtain a NOC.

Fitness, not age, will determine whether a vehicle will remain on the road.

The committee has suggested another major change. Instead of removing vehicles from the road based on their age, their fitness will be assessed.

International practice: In many countries, the age of a vehicle does not matter, as long as it passes the fitness test.

Benefits to commercial vehicles: The committee believes that age-based restrictions often result in even vehicles in good condition being declared scrap. If a strict fitness inspection system is implemented, safe and fit commercial vehicles will be able to operate even after exceeding the age limit.
