8th Pay Commission: Your salary will double? know the truth about fitment factor and in-hand pay

8th Pay Commission: There’s a lot of curiosity and discussion among central government employees about the 8th Pay Commission. Many believe that if the fitment factor is set at 2.5 or higher, the basic salary will increase significantly. However, experts say that it’s not right to expect a significant salary increase based on the fitment factor. The actual increase may be much lower, and the impact on employees’ in-hand salaries may not be as significant as many people think.

Fitment Factor and Salary Impact

The fitment factor is a coefficient that helps determine the basic pay under the new Pay Commission. When the new commission is implemented, the accumulated dearness allowance (DA) is first added to the existing basic salary, and then the fitment factor is applied. For example, in the 7th Pay Commission, the fitment factor was 2.57, and DA was approximately 125%. If an employee’s basic salary was ₹7,000, the total after adding DA would be approximately ₹15,750. The new fitment factor increased the same basic salary to approximately 18,000, but the actual gain was only about 2,250. Similarly, in the 8th Pay Commission, expecting a significant salary increase based solely on the high fitment factor figure could be misleading.

Change in Total Salary

The fitment factor only affects the basic salary. It should be noted that in-hand salary also includes HRA, transport allowance, and other allowances, which vary by city, position, and experience. Based on past experience and analysis, the actual increase typically ranges between 15% and 30%. Adopting a higher fitment factor, such as 2.86 or higher, may result in a slightly higher increase, but the total in-hand salary will not change significantly.

Actual Salary Increase

The publicity of high fitment factor figures among government employees has led to the perception that their salaries will double or even more. In reality, the dearness allowance is reset and the new DA is re-applied. This large coefficient reflected in the basic salary does not translate into a significant increase in in-hand salary. The experience of the 7th Commission clearly shows that the overall benefits fell short of expectations, and the same pattern may be repeated in the 8th Commission.
