DGCA New Rules: The Directorate General of Civil Aviation (DGCA) has clarified that charging mobile phones or any other gadgets using power banks during flights is now prohibited. This rule also applies to charging via seat power outlets on aircraft.

The DGCA has taken this decision in light of incidents of lithium batteries overheating and catching fire in various parts of the world. Lithium batteries used in power banks and portable chargers can be a major cause of fire.

Permitted to be carried in hand baggage only.

The DGCA had already clarified in its Dangerous Goods Advisory Circular issued in November that power banks and spare batteries can only be carried in hand baggage and are not permitted in the overhead cabin.

This is because if a fire breaks out in the overhead cabin, it is difficult to detect it immediately.

Why is the overhead cabin more dangerous?

According to the DGCA, if lithium batteries are stored in overhead storage bins or carry-on baggage, they remain out of sight of passengers and crew. This delays smoke or fire detection, making timely action difficult. This can pose a serious threat to flight safety.

The aviation regulator has asked airlines to re-evaluate the safety risks associated with passengers carrying lithium batteries. They should also implement stricter regulations to prevent battery-related fires.

Emphasis on crew training and safety equipment

The DGCA has also recommended that all crew members receive enhanced training to enable them to identify fires early and take appropriate action.

Airlines have also been instructed to ensure firefighting equipment and protective gear are always available on board.

The DGCA has asked airlines to inform passengers about the new rules through announcements to avoid any confusion or inconvenience during travel.
