
8th Pay Commission: The rules regarding the Children’s Education Allowance (CEA) for Central Government employees have been clarified. The objective is to ensure the uniform implementation of these rules and to dispel any confusion among postal employees.
CEA Reimbursement Rules: Amidst discussions surrounding the 8th Pay Commission, significant news has emerged for central government employees regarding expenses related to their children’s education (Children Education Allowance—CEA). The Department of Posts, under the Ministry of Communications, has issued clarifications in the form of Frequently Asked Questions (FAQs) regarding the admissibility of reimbursement claims for the Children Education Allowance submitted by government employees. Consequently, employees will no longer have to face difficulties or run from pillar to post to claim this allowance.
According to a report published in *The Financial Express*, the reimbursement amount for the Children Education Allowance for government employees is a fixed sum of ₹2,812.5 per month. Furthermore, if a child is studying in a hostel, the hostel subsidy will be a fixed amount of ₹8,437.5 per month, irrespective of the actual expenses incurred by the government employee. This ceiling limit will automatically increase by 25% each time. Additionally, whenever the Dearness Allowance (DA) rises by 50%, this allowance will also automatically increase by 25%.
How to Avail the Children’s Education Allowance?
This reimbursement is granted only when the child is studying at a recognized educational institution. Furthermore, this reimbursement is provided exclusively for the two eldest children of a government employee. If both the husband and wife are government employees, only one of them may avail the benefit of the reimbursement under the ‘Children Education Allowance’ scheme. A claim for reimbursement may be filed only once a year, after the conclusion of the financial year.
Major Relief Regarding NEP-2020 and Pre-School Education
In cases where a child is required to repeat a class due to the implementation of the New Education Policy (NEP-2020), the government is granting a special one-time exemption. Furthermore, the Children Education Allowance (CEA) will now be applicable to the three classes preceding Class 1 (Nursery, LKG, and UKG) as well. This rule is effective from the academic year 2023-24.
Documents Required for Filing a Claim
To file a claim, a certificate from the Head of the Institution (School Principal) must be submitted. This certificate must provide details regarding the duration of the child’s education. Additionally, for the hostel subsidy, a separate certificate must be obtained from the Head of the Institution. An additional stipulation here is that the certificate must explicitly mention the amount spent by the government employee on boarding and lodging within the residential premises. The government has also clarified that even if an employee is on leave or under suspension, they will continue to receive this allowance.
In the event of retirement, dismissal, or removal from service, the allowance shall be granted until the end of the academic year in which the employee ceased to be in service. In cases of reinstatement by a court, the allowance shall be determined based on the decision of the competent authority.
