EPFO Scheme 2025: The scheme aims to bring into the PF system those employees who have remained outside its scope for one reason or another, and to encourage companies or other employers to voluntarily declare and enroll eligible employees.
EPFO Scheme 2025: On the occasion of the 73rd Foundation Day of the Employees’ Provident Fund Organization (EPFO), the central government launched the Employee Enrollment Scheme 2025. Union Minister for Labor and Employment, Dr. Mansukh Mandaviya, announced this on Saturday. The scheme aims to include employees who have remained outside the PF system for various reasons, and to encourage companies and other employers to voluntarily declare and enroll eligible employees.
Launching the scheme, Union Minister Mansukh Mandaviya said that the EPFO has made a significant contribution to expanding the scope of social security in the country. It is not just a fund, but a symbol of the trust of Indian workers and laborers in social security.
When will the scheme begin, and who will benefit?
This scheme was announced last month and has been implemented from November 1, 2025. The central government states that this scheme is completely voluntary and companies will have to enroll their employees themselves.
This scheme will benefit employees who joined a company between July 1, 2017, and October 31, 2025, but have not been included in the PF scheme. This scheme will also apply to companies or institutions that are under investigation under Section 7A of the EPF Act, Section 26B of the scheme, or Section 8 of the Pension Scheme. The EPFO has already clarified that no automatic action will be taken against employees who have already left the company.
If PF deductions were not made from an employee’s salary, they will be waived. Companies will only have to pay their contribution, plus a nominal penalty of ₹100. Furthermore, employees will not be burdened with past dues.
What did the Union Minister say?
The Union Minister said, “EPFO must continue to strengthen citizens’ trust by ensuring fairness, speed, and sensitivity in service delivery. He called for setting global standards in social security as we move towards a developed India 2047.”
Union Minister Mandaviya wrote on X, “Under the leadership of PM Modi, EPFO has significantly expanded the scope of social security in the country. Member satisfaction must be EPFO’s top priority.”

Labour and Employment Secretary Vandana Gurnani, who was present at the event, praised the EPFO’s evolution from a compliance-based body to a citizen-centric one. She said, “Behind every file lies a dedicated employee, a family, and a dream. Every employee must be treated with complete respect and dignity, because social security is not just about systems, but also about people.”
