Union Minister Jitendra Singh told the Rajya Sabha that government employees can get 30 days leave to take care of elderly parents. The government is also developing small modular reactors (SMRs), one of which is for hydrogen production. The time limit for redressal of public grievances has come down to 16 days.
New Delhi. Union Minister of State Jitendra Singh said in the Rajya Sabha on Thursday that central government employees are allowed to take 30 days of leave, which can be used for personal reasons such as caring for elderly parents.
The Union Minister was asked if there is any provision for government employees to take leave to care for their elderly parents? Singh said in a written reply, “Under the Central Civil Services (Leave) Rules, 1972, 30 days of earned leave, 20 days of half pay leave, eight days of casual leave and two days of restricted leave per year are provided.”
Apart from this, other eligible leaves are also given to central government employees, which can be used for any personal reason. This also includes taking a maximum of one month leave for caring for elderly parents.
India is developing small modular reactors
Apart from this, Jitendra Singh informed that India is developing three different types of small modular reactors (SMRs). This includes one dedicated to hydrogen production, which will mainly be in the form of captive plants for energy-intensive industries.
Singh said in a written reply in Rajya Sabha that three types of SMRs for hydrogen production – 200 MWe Bharat Small Modular Reactor (BSMR), 55 MWe SMR and 5 MWe High Temperature Gas Cooled Reactor – are being indigenously designed and developed.
In-principle approval has been received for construction of these demonstration reactors. These demonstration reactors will be constructed within 60 to 72 months after obtaining administrative approval.
The main units of BSMR and SMR are planned to be set up at Department of Atomic Energy (DAE) sites in collaboration with Nuclear Power Corporation of India Limited (NPCIL). “As per an estimate prepared on the basis of experience of setting up 220 MWe plants, the total cost of the main unit of 200 MWe Bharat Small Modular Reactor (BSMR-200) will be around Rs 5,750 crore,” Singh said.
Improvement in timelines for government grievance redressal
The Centre’s various reforms have reduced the timeline for redressal of public grievances from 28 days in 2019 to 16 days this year. Union Minister of State Jitendra Singh said the government has introduced a 10-step reform for the Central Public Grievance Redressal and Monitoring System in April 2022 to make grievance redressal timely, effective and accessible to citizens.
The system allows citizens to raise complaints against government departments online. Jitendra Singh said the creation and filling of vacancies is a continuous process, which depends on the situation and requirement in various central government departments. The total number of sanctioned posts in all central government ministries as on March 1, 2021 was 40,35,203.
Employment increased from 47.5 crores to 64.33 crores in six years
Union Minister Shobha Karandlaje, citing RBI data in the Rajya Sabha, said that the number of employed in the country will increase to 64.33 crores in 2023-24, which was 47.5 crores in 2017-18.
During the same period, the worker population ratio increased from 46.8 percent to 58.2 percent, while the unemployment rate decreased from six percent to 3.2 percent. The ministry said that the youth unemployment rate decreased from 17.8 percent to 10.2 percent, which is less than the global youth unemployment rate of 13.3 percent according to the ILO’s World Employment and Social Outlook 2024.
