Lucknow: The state government has taken a major step to increase the accountability of state employees. It has now become mandatory for all government officials and employees to provide complete details of their movable and immovable assets online on the Manav Sampada portal. More than eight lakh state employees in the state will be covered by this system.

What are the instructions?

According to the government’s instructions, details of all movable and immovable assets acquired by December 31, 2025, must be uploaded to the portal by January 31, 2026. Employees who fail to submit the information within the stipulated deadline will face strict action. January’s salary may be withheld in February. Furthermore, promotions may also be put on hold.

The Chief Secretary made it clear

Earlier, the Chief Secretary had also clarified that all officers and employees must submit details of assets acquired up to December 31, 2024, on the Human Resource Portal by January 31. This feature has been activated on the portal since January 1. The Chief Secretary has directed all department heads to ensure timely compliance by their subordinates.

The order warns that failure to submit property details within the stipulated timeframe will be considered adverse. Furthermore, such officers or employees will not be considered for promotion in Departmental Promotion Committee (DPC) meetings held after February 1, 2025.

  • First, go to ehrms.upsdc.gov.in.
  • Login with your user ID (employee code) and password. If you forget your password, use the ‘Forgot Password’ option.
  • After logging in, select the “Property Details” or “Property Declaration” option in the menu.
  • Carefully fill in all the information related to your movable and immovable property, such as type, location, and estimated value.
  • Save the form and submit it. You will receive a confirmation message upon successful submission.
