Actually, MP from Pauri, Tirath Singh Rawat became the Chief Minister on March 10. He had to become a member of the Legislative Assembly till September 10 to continue in his post. Gangotri and Haldwani, two assembly seats in the state where by-elections are to be held, are vacant. There was speculation that Rawat might contest the by-election from Gangotri seat, but in view of the assembly elections in February-March next year itself, it was considered difficult that the Election Commission should conduct the by-election.

After the resignation of Tirath, it is clear that there will be no by-elections in the two vacant assembly seats in the state. Now instead of Tirath Singh Rawat, someone who is an MLA will be given the command of the chief minister’s post. The BJP Legislature Party will decide the new name within the next two days.

So normally by-elections are not held in such a situation.
