This step is being regarded as a significant initiative aimed at ensuring a comfortable, dignified, and safe journey for passengers with disabilities. Previously, complaints were frequently received regarding unauthorized individuals occupying seats in these coaches.
Providing significant clarity for passengers with disabilities, Indian Railways has stated that individuals holding a valid UDID card will now be able to travel in the reserved SLRD (Second Class Luggage-cum-Brake Van with Compartment for Persons with Disabilities) and LSLRD (Luggage-cum-Second Class Luggage-cum-Brake Van with Compartment for Persons with Disabilities) coaches on Mail and Express trains. According to guidelines issued by the Railway Board, two categories of passengers will be considered “authorized” to travel in these special coaches: first, holders of a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPWD); and second, persons with disabilities who have been granted concessional fare facilities by the Railways. However, it will be mandatory for passengers in both categories to possess a valid ticket or authorized travel document.
Strict Action to be Taken Now
According to reports, the Railways has clarified that strict action will now be taken against individuals traveling without authorization in coaches reserved for persons with disabilities. If any unauthorized person is found in these coaches, punitive action will be initiated against them under the Railways Act, 1989. This move by the Railways is considered a significant step towards providing better and safer travel facilities for passengers with disabilities.
UDID ID Card
The UDID scheme has been implemented with the objective of creating a national database of persons with disabilities across the country. Through this initiative, the goal is to integrate the information of all persons with disabilities in order to provide them with improved services and facilities. Under this scheme, Disability Certificates and Unique Disability Identity Cards (UDID Cards) are issued to persons with disabilities through competent medical authorities notified by the respective State Governments and Union Territories.
The primary objective of this project is to deliver government schemes and benefits to persons with disabilities in a transparent and effective manner. Furthermore, this system streamlines the process, thereby eliminating the need for beneficiaries to repeatedly submit documents and facilitating easier access to services.
It is also noteworthy that the ‘Divyangjan Card’ (also referred to as the ‘E-ticketing Photo Identity Card’ or EPICS) serves as a railway identity card for persons with disabilities, enabling them to avail of fare concessions during train travel. This card is issued based on a valid disability or concession certificate; for certain categories, the UDID card is also accepted. Applications for obtaining or renewing this card may be submitted through the ‘Indian Railways Divyangjan Portal’ or the ‘Central Government Service Portal’.
