8th Pay Commission: The Central Government has sought suggestions from the National Council of Joint Consultative Machinery (NC-JCM) for the Terms of Reference (TOR) of the 8th Pay Commission. The staff side of the NC-JCM, in its response, said that the new Pay Commission should consider recommending a minimum of 5 promotions in service.

8th Pay Commission: The Union Cabinet approved the 8th Pay Commission in January 2025, but the government is yet to finalize its members and chairman. The central government has sought suggestions from the National Council of Joint Consultative Machinery (NC-JCM) for the terms of reference (TOR) of the 8th Pay Commission. The employee side of the NC-JCM said in response that the new pay commission should consider recommending a minimum of 5 promotions in service.

What is the detail

The NC-JCM side says that the Pay Commission should remove the existing anomalies in the MACP scheme and consider at least 5 promotions with it. The Modified Assured Career Progression (MACP) scheme guarantees that central government employees will get at least three career promotions in a service period of 30 years. Currently, the central government assures three promotions to each employee under MACP at 10, 20 and 30 years of service.

Salary can increase by this much

Analysts estimate that the new pay commission may consider a fitment factor between 1.92-2.86. Taking into account these fitment factors, the potential salary revision for central government employees and pensioners can be between 92-186%.

These are the important proposals –

Salary structure: Salary structure review for all categories of employees including merging pay scales.

Minimum wage: Determination of a decent minimum wage based on the Aykroyd formula and the recommendations of the 15th Indian Labor Conference.

Dearness Allowance: Merging DA with basic pay and pension for better financial security.

Retirement benefits: Revising pension, gratuity and family pension benefits and restoring the defined pension scheme for employees recruited after 1 January 2004.

Medical Benefits: Improvement in CGHS facilities for cashless and hassle-free medical services.

Education Allowance: Enhancement of children education allowance and hostel subsidy up to postgraduate level.
