The Ministry of Road, Transport and Highways has issued a notification under the amended Motor Vehicle Act 1989.

According to the notification issued by the ministry, the State Enforcement Agencies will have to send a notice to the offender within 15 days in case of violation of traffic rules. Along with this, electronic records will have to be kept safe till the settlement of the challan.

The Road Ministry has made a series of tweets regarding this. “The notice of breach of rule will be sent within 15 days of the occurrence of the offense and the electronic records collected through electronic monitoring should be preserved till the settlement of the challan,” the tweet said.
State Govts shall ensure that such devices are placed at high-risk / high-density corridors on NHs, State Highways & at critical junctions, at least in major cities with more than 1 million population, including 132 cities mentioned in the notification.

Electronic devices will be used
According to the new rules, electronic devices or other technology will be used to ensure that traffic rules are followed. State governments will ensure this at their own level. Electronic devices include speed cameras, CCTV cameras, speed guns, body wearable cameras, dashboard cameras, automatic number plate recognition devices (ANPR), way-in machines and other technologies.
The ministry has said that the state government will decide whether to install electronic devices on national highways, state highways and important junctions. These devices should be installed in all major cities (including 132 cities included in the notification) with at least one million population. The ministry has also said that electronic devices should be installed in such a place that there will be no obstruction or traffic slow in traffic.
Footage will be used for invoicing
According to the new rules, the location, date and time will be mentioned in the footage of any electronic devices. It can be used to issue challans for not driving within the specified speed limit, parking at unauthorized places or stopping the vehicle, not wearing headgear or helmet. These footage will also be used for challaning for jumping red lights, voting illegally and breaking other traffic rules.
