Odisha Vigilance on Friday took a major action and arrested the 2019 batch Odisha Civil Services Examination topper and Sambalpur district’s Bamra Tehsildar Ashwini Kumar Panda on charges of bribery. According to the Vigilance Department, Panda had first demanded a bribe of Rs 20,000 from a complainant to convert agricultural land into household land and issue Record of Right (RoR).
According to the Indian Express report, when the complainant quoted a higher amount, Panda reduced the amount to Rs 15,000 and threatened that he would not give permission in the case if the bribe was not paid.

After this, the Vigilance raided Panda’s house in Bhubaneswar and PWD IB residence. During the investigation, Rs 4.73 lakh in cash was recovered. The driver has also been arrested under the Prevention of Corruption Act.
Panda, a B.Tech in Mechanical Engineering, joined the government service as a Training Reserve Officer (TRO) in December 2021. Earlier he was working as Tehsildar in Shamkhunta of Mayurbhanj district.
