Now employees will get retirement benefits after completing 20 years of regular service instead of 25 years. This is being described as a big and historic step in the interest of employees.
UPS: The central government has notified the rules related to benefits under the Unified Pension Scheme (UPS) for its employees. The Personnel Ministry issued a statement on Thursday giving this information. The Central Civil Services (Implementation of UPS under National Pension System) Rules, 2025 include enrollment under this pension scheme and other benefits including the facility to switch from UPS to NPS one year before the date of retirement or three months before VRS.
What is the provision
The notification issued by the Ministry of Personnel states that under these rules-
- Employees will be given the facility to switch from NPS to UPS. This option can be taken one year before retirement or three months before VRS.
- Provision has been made for contribution of both the employee and the government, compensation in case of delay in registration, and benefits in case of death or disability during service.
- The benefits available in various reasons for retirement such as superannuation, premature or voluntary retirement, incapacity, resignation or forced retirement have also been clarified.

Manjit Singh Patel, National President, All India NPS Employees Federation welcomed the notification and said that the provision of retirement on completion of 20 years of regular service instead of 25 years will undoubtedly prove to be a historic milestone in employee welfare. He said, this was a much needed amendment in UPS since the new scheme has come into effect. The Union Cabinet had approved the introduction of UPS on August 24 last year. The Department of Financial Services had notified UPS as an option/scheme under the National Pension System on January 24 this year. The effective date of implementation of UPS is April 1, 2025.
