DA Hike Update: Finance Ministry issued order to increase dearness allowance, will be implemented from this day; How Much Will Salaries Rise?

8th Pay Commission DA Hike: Amidst discussions regarding the 8th Pay Commission, the Central Government has formally announced a 2% hike in the Dearness Allowance (DA), delivering a significant boon to lakhs of central government employees and pensioners. The Ministry of Finance issued an official letter to this effect on Wednesday, April 22. According to the notification, this increase will be deemed effective from January 1, 2026.

The President has approved the proposal dated October 6, 2025; consequently, the Dearness Allowance for employees has now risen from 58% to 60% of their Basic Pay. This decision comes at a time when employees are eagerly awaiting the constitution of the new Pay Commission.

How will this impact salaries?

To understand this through a simple example: suppose a Central Government employee has a Basic Pay of ₹50,000; following this 2% hike, their salary will see a direct increase of ₹1,000 per month.

The Department of Expenditure under the Ministry of Finance has clarified that ‘Basic Pay’ refers to the salary drawn within the matrix levels as per the recommendations of the 7th Central Pay Commission (7th CPC). This excludes Special Pay or any other types of allowances.

Status of Arrears and Other Departments

Since this hike comes into effect from January 1, 2026, employees will also receive arrears (DA Arrears) for the preceding months. The Ministry has further clarified that Dearness Allowance will remain a distinct component of remuneration and, under the applicable rules, will not be treated as ‘salary.’ In monetary calculations, if a fraction exceeds 50 paise, it will be rounded off to the nearest whole rupee.

This order shall also apply to civilian employees drawing their remuneration from the Defence Services. However, separate orders regarding the Armed Forces and Railway employees will be issued independently by the Ministries of Defence and Railways, respectively.

Why is DA Increased?

The Dearness Allowance (DA) is provided to government employees to mitigate the impact of inflation on their cost of living. It is calculated based on the All India Consumer Price Index (AICPI), which tracks changes in retail prices.

Typically, the Central Government reviews the DA twice a year—in January and July. The announcement regarding this is often made around March and October.

Amidst demands for the 8th Pay Commission, this 2% hike is being viewed as immediate relief for employees in their battle against inflation. As inflation rises, the government continues to increase this allowance to preserve the purchasing power of its employees.
