Electricity Smart Meter: A major change has been made in Rajasthan regarding smart electricity meters. Now it will not be mandatory to install smart meters for new electricity connections in the state. Consumers have got relief after the new order issued by the electricity distribution companies (DISCOMs). In the amendment issued by the office of DISCOM Chairperson Aarti Dogra, it has been clarified that now old pattern non-smart meters can also be installed in new connections.
Now there will be a facility to replace old meters with faulty or damaged meters. However, where smart meters are already installed or installation work is underway, only damaged meters will be replaced with smart meters.
Rules changed due to shortage of smart meters
This major decision has been taken due to shortage of supply of smart meters and shortage of personnel. This amendment has been implemented keeping in mind the meter replacement cases which are continuously pending. The requirement of replacing the meter within 24 hours in urban areas and within 72 hours in rural areas will still continue. If a consumer’s meter is not replaced for two months, he will get a discount of 5 percent on his electricity bill. The amount of this discount will have to be borne by the concerned engineer, so that the liability for negligence can be fixed.
Congress said – Victory of people’s struggle
Former minister Pratap Singh Khacharya called this decision of the government a victory of the people. He said that the smart meter case was a big scam and it was going to increase the burden on the pockets of the people. People across Rajasthan raised their voice against this decision, due to which the BJP government had to bow down.
Khacharyavas said, “The government had deployed police, government departments and private goons of the company to suppress the protests, but they were all helpless before the people’s mass struggle.” This victory belongs only to the people. The BJP government should learn a lesson from this defeat and avoid any dictatorial and arbitrary decisions in future.” He added that if any attempt is made to fraudulently install smart meters anywhere in the future, the people will once again strongly protest.
Impact of revised rules

Smart meters are mandatory only in areas where installation has already been done or is underway. If the meter is not replaced within two months, the consumer will get a discount of 5%.
